Master Plan

A Long-term Vision of a District, Driven by the Community

A facility master plan provides clear direction to administrators, policymakers, and the community regarding how the district should address facility needs.

The plan identifies which buildings to keep, modernize, replace, reconfigure, or repurpose, and in what order.

Components of a Master Plan

Our approach infuses multiple critical planning components including demographics, educational vision, facility condition, and financial data.

Integrating these components lets us look at a school district’s needs from all angles to help ensure projects are outlined appropriately and will receive support from administrators and the community.

We Understand How Important Community Engagement Is

We believe that school planning must be an inclusive process.

It is a powerful opportunity for a school community to come together to determine how educational facilities can be an impetus for change and improvement for all parties.

A Greater Perspective for K-12

We focus on K-12 and because we can provide a lot of the components that are necessary for Master Plans like educational adequacy, GIS, condition assessments, and more.

We provide all these services as standalone items or together in a full-service solution. Because we have that focus that puts us in a unique position compared to a lot of our competitors.

When a community is the driving force behind a master plan,
the plan succeeds.

Key Steps in Our Master Plan Process

Steering Committee Formation

A steering committee facilitates the development and implementation of the facility master planning process. This committee consists of a broad representation of school and non-school members of the community.

Background Data Collection and Report

The background report serves as a starting point for the facilities master planning process. We gather and summarize data into a comprehensive analysis that gives us an understanding of the history and functionality of a school district. We analyze such things as:

  • Historical Enrollment
  • Enrollment Projections
  • District Demographic Profiles
  • Geographic Information Systems
  • Capacity Analysis
  • Educational Adequacy Evaluations
  • District Program Profile
  • Financial and Budgetary Information

Educational Futures Conference and Community Dialogue #1

The purpose of this meeting is to provide a global view of the future of education. The main focus of this first dialogue is to establish the educational framework for developing options.

This dialogue addresses school size, grade configuration, neighborhood schools and magnet schools, and other educational and community issues that are important in developing options and the final plan. Participants complete individual and group questionnaires and participate in small group discussions.

Facilities Options Development

Facilities options are developed from the data collected and input gathered from the first community dialogue, geographic information systems, a review of existing facility conditions, and cost estimates. These options identify the basic scope of the renovations, replacements, additions, new construction, closures/consolidations, and macro-costs.

Community Dialogue #2

We share the facility options with the community during a second community dialogue. During this session, participants rate each of the options and—in a small group format—develop a collective response as to the preferred options.

We then post the small group’s preferred options on wall charts and collect and tally all questionnaires.

Final Report and Recommendations

We use the information and feedback we’ve gathered to create a facilities master report that outlines an action for each of the school district’s facilities.

We present the recommendations in phases, showing which facilities should be addressed first and then the subsequent order of remaining facilities. The report includes by-facility approximate costs of renovations, additions, replacements, and new construction.
